What actually goes wrong inside a struggling college

Start with the least visible problem, because it is also the most decisive one. AICTE mandates a faculty-student ratio of roughly 1:20 for approved intake, but the norm and the reality on the ground often part ways well before a student ever notices.

In Karnataka’s government engineering colleges, half of all sanctioned faculty posts sat vacant, and the state’s technical education department admitted that recruitment for many of these posts had not happened since 2010.

Colleges plug the gap with guest and ad-hoc faculty, which keeps a classroom technically staffed but rarely keeps it taught the way a permanent, qualified teacher would. A parent touring a campus rarely sees this number. It shows up only later, in how little a lecturer can answer beyond the textbook.

The lab that exists on paper, not in the timetable

A similar gap opens up in infrastructure. AICTE norms require labs matched to sanctioned intake. Still, inspection reports and expert committees have repeatedly flagged colleges—particularly those approved during the uncontrolled expansion of the 2000s and 2010s—for infrastructure that exists to satisfy an approval checklist rather than actually to teach with. A lab used twice a semester because there aren’t enough working systems to rotate every batch through teaches a student how to watch a demonstration, not how to build something themselves. The gap between a college that owns this equipment and a college that merely lists it is invisible on a brochure and enormous in a final-year project.

When the syllabus stops mattering because nobody enforces it

The furthest-reaching failure is the quietest: a curriculum that has not kept pace with what the field actually looks like now. Weak colleges, education analysts have noted, entrench rote learning and outdated content precisely because chronic faculty shortages leave little capacity to update how a subject is taught, let alone introduce the tools a graduate will actually need. A student can complete four years of a computer science degree at such a college and never have touched the software stack their eventual employer runs on. The syllabus on paper may look identical to a stronger college’s. What happens with it in the classroom rarely does.

Why tier 1 and tier 2 colleges keep winning

The selection effect — who walks in on day one

Before any teaching happens, tier 1 and tier 2 colleges have already won half the battle through admission itself. A student who clears a demanding entrance exam has, almost by definition, already demonstrated discipline, strong fundamentals, and the ability to sustain focused effort over months of preparation. Put a room full of such students together, and a great deal of learning happens student-to-student, independent of how good any individual lecture is. This is not a comment on effort or worth — a student at a less selective college has not failed at anything moral — but it does mean a fair comparison of two colleges’ outcomes has to separate what the institution built from who walked in already built that way.

A placement cell with real company relationships, not a noticeboard

The second advantage compounds over years, not in a single admission cycle. A placement cell at an established tier 1 or tier 2 institution typically holds standing relationships with recruiters built up over a decade or more of successful hires — relationships a company has no reason to end while the pipeline keeps working. A newer or weaker college’s placement office, by contrast, is often cold-calling companies each season, competing for the same handful of open recruiter slots against hundreds of similar institutions. Peer pressure as an unofficial curriculum

The least discussed advantage may be the most powerful: the ambient pressure of being surrounded by peers who are also building something. A hostel corridor where three roommates are each independently learning to code outside of class, entering hackathons, or building a personal project creates a kind of unofficial curriculum that no timetable can replicate. This matters in a very concrete way: a college can genuinely say “we are NBA accredited” while meaning only its computer science programme holds current accreditation, not its mechanical or civil departments. A parent who hears the phrase and assumes it covers the whole institution is trusting a sentence that was never actually promising what it sounded like.

Given that AICTE has, since 2017, withheld approval from institutes that fail to accredit at least half their programmes, the honest question to ask is not “are you NBA accredited” but “which specific programme, and for how many more years is that accreditation valid.”

The vacant-seat spiral

Faculty shortages and empty seats feed each other in a loop worth understanding, because it explains why a struggling college rarely recovers on its own. Between 2019–20 and 2023–24, AICTE data shows 6.49 million undergraduate engineering seats were sanctioned nationally, but only 4.55 million were filled, leaving 1.94 million vacant.

Every vacant seat is lost fee revenue, and revenue is exactly what a college needs to hire better faculty, upgrade its labs, or attract stronger placement partners. A college caught in this spiral doesn’t stay where it is; it typically gets weaker each year, which is why AICTE placed 58 engineering colleges under progressive closure and discontinued over 950 courses in the 2025–26 cycle alone. A college’s vacancy rate this year is a reasonable preview of its faculty quality three years from now.

What “150 recruiters visited campus” doesn’t tell you

Finally, the placement claim itself deserves the same scrutiny this site has urged elsewhere for topper advertisements: a recruiter visit is not an offer, and an offer is not the same at every college. A company sending a representative to “visit campus” may interview five students and hire none; a college is free to count that visit in its promotional material regardless.

Even where offers are real, the practice of one candidate being claimed by more than one institution has a quieter cousin here too: a single company visit can be listed by a college as evidence of a relationship with that employer, even where the resulting hires numbered one or two out of a graduating batch of three hundred. The number that matters is not how many companies visited. It is how many students from your specific branch actually received and accepted an offer.

Five questions for the admissions office

Every family trying to work out how to choose the right engineering college in India eventually arrives at the same admissions-office conversation, so it is worth having a fixed list ready rather than improvising.

Ask directly: how many sanctioned faculty posts in your branch are currently filled, not sanctioned? What is the branch-specific placement figure for the last three years, not the campus-wide average? Which specific programmes, not the institution as a whole, currently hold valid NBA accreditation, and when does it expire? What was last year’s vacant-seat count for this exact branch? And can we speak to a second- or third-year student without a staff member present?

A transparent college answers all five without hesitation. One that redirects every question back to a glossy placement report is, in effect, declining to answer — and that decline is itself useful information.

Reading a NIRF listing correctly

NIRF rankings are useful, but only once a parent knows what they actually measure. The framework scores institutions across five weighted parameters: Teaching, Learning and Resources and Research and Professional Practice together account for 60 per cent of the score, Graduation Outcomes for 20 per cent, and Outreach and Perception for 10 per cent each.

Notice what that weighting means in practice: placement outcomes sit inside a 20 per cent slice, while a full tenth of the score is Perception — essentially a reputation survey of employers and academics, not a measured outcome at all. A college can rank respectably on research output and reputation while its actual placement rate for a specific branch lags well behind. NIRF is a genuinely useful starting filter. It is not, by itself, a placement guarantee.

When a tier 2 or tier 3 college is still the right call

None of this means every tier 2 or tier 3 college should be avoided, and a family that concludes that has overcorrected. Some regional colleges maintain strong faculty in one or two specific departments even where the institution as a whole is unremarkable, and a student with a clear, evidenced interest in that specific branch can genuinely do well there. A tier 2 college with a stable core faculty, current accreditation in the exact branch a child wants, and a modest but honestly reported placement record is very often a sounder choice than a tier 1 college’s weakest, most oversubscribed department. The tier label describes the institution’s average. Your child will experience one specific branch, not the average.
